The only thing that I can infer from hearing this on records is that engineers opt to just bury the kick occasionally as opposed to losing bass occasionally, which makes sense. But, this disrupts the balance of the rhythm section, particularly the bass. The solution to this would be to cut the clashing frequencies. If you actually listen carefully to most rock music, the entire rhythm section will hit notes that bury the kick on occasion. However, if you're mixing something like hip-hop, and it's a steady bass line throughout the song, and complementary EQ works for it, then yeah, it worked as intended. If your bass overlaps with your kick to the point where the kick is buried (which happens often on commercial records if you listen), then the technique likely didn't work as intended. But, you could infer that, sure, and it's probably correct. Without fail, they always end up with those dead/weaker notes. Looking over engineers shoulders for years, I've seen them swear by their complimentary EQ for the kick and the bass. That way I don't get any of the rest of the kit feeding the detector. If I really need to cut deep into the bass to get the kick to sound right, I'll use a muted sampled kick track to sidechain compress the bass.

I just process them until they sound good and use sidechain compression on the bass from the kick.

Most of the time, I don't even bother EQing the kick and the bass together anymore.

Even twelve years ago when I was learning as an intern, the idea of making hard cuts in the low end of the bass for complimentary EQ seemed utterly bizarre to me, and it still does. But, the second the bass goes down to D or D#, it's going to lose body from that cut. That's fine if the bass is playing nothing but, say, A notes the entire song. Say you do a hard -7dB cut to the bass at 150Hz to let some thump in from the kick drum. For those of you suggesting complimentary EQ, I'll throw it out there that doing static cuts in the bass track can cause problems of its own.
